The Political Parties Dispute Tribunal (PPDT) has issued a significant ruling in a case involving the Wiper Democratic Movement and leadership positions within the Kitui County Assembly, reinstating three Members of County Assembly (MCAs) to their former majority leadership roles.
In a communication delivered on Thursday during the afternoon plenary sitting, Assembly Speaker Hon. Kevin Kinengo Katisya informed the House of the tribunal’s decision dated June 24, 2025. The ruling affirmed Hon. Harrison Maluki Mawia as the Majority Leader, Hon. Bonface Mukwate Katula as Majority Whip, and Hon. Godfrey Muthengi Ndagara as the Deputy Majority Whip.

The three MCAs had moved to the PPDT seeking to block their removal from leadership roles and restrain the party from appointing replacements. The tribunal found merit in their application and upheld their positions, pending any further legal action or appeal.
“I take this opportunity to congratulate Hon. Harrison Maluki, Hon. Bonface Mukwate, and Hon. Godfrey Ndagara on their affirmation by the Political Parties Dispute Tribunal and wish them continued success as they discharge their duties in their respective leadership roles,” Speaker Kinengo stated.

While the ruling is being interpreted by some observers as a legal setback for the Wiper Party’s internal disciplinary mechanisms, party officials have yet to respond formally. Sources within the Assembly suggest the verdict may prompt internal consultations within the party to resolve the leadership dispute amicably.
The tribunal’s decision brings temporary clarity to a matter that had created division within the Assembly and sparked debate over party influence in county legislative leadership.
As things stand, the reinstated leaders are expected to resume their roles, with stakeholders now watching closely how the Wiper Party handles the evolving situation ahead of the 2027 elections.
