Makueni Governor Mutula Kilonzo Jr. has emerged as the top-performing county boss from the Lower Eastern Region in the latest Infotrak rankings, joining a prestigious list of Kenya’s best governors. The survey placed Irungu Kang’ata (Murang’a), George Natembeya (Trans-Nzoia), Gladys Wanga (Homa Bay), Anyang’ Nyong’o (Kisumu), and Mutula Kilonzo Jr. as the top five best-performing governors, marking a significant endorsement of their leadership.

The rankings have sparked heated debates across the country, especially in regions where county administrations have been flagged for poor service delivery. Among the worst-performing governors in the report are Paul Otuoma (Busia), Fernandes Barasa (Kakamega), and James Orengo (Siaya), raising concerns over their governance.
How Lower Eastern Ranked in Performance
While Makueni’s Mutula Kilonzo Jr. secured a spot among Kenya’s best governors, his counterparts from Kitui and Machakos—Julius Malombe and Wavinya Ndeti—did not feature prominently in the top-tier rankings only tieing number 18 with 48 performance rate. This comes amid mixed reactions from residents of Lower Eastern regarding the progress of county projects.

Mutula Kilonzo Jr. has been credited for streamlining Makueni’s health sector, improving infrastructure, and reinforcing fiscal discipline, a legacy that seems to have resonated well with residents. Meanwhile, Kitui and Machakos counties have faced criticism over incomplete projects, delays in service delivery, and governance challenges.
Murang’a, Homa Bay, and Kisumu Lead in Development Gains
The Infotrak survey also revealed that residents from Murang’a (81%), Homa Bay (78%), Kisumu (72%), Nyeri (70%), and Trans-Nzoia (67%) believe their counties have significantly improved under the current administration compared to the previous one (2017–2022).

Interestingly, Murang’a, Homa Bay, Kisumu, and Nyeri were also highlighted as counties where residents believe their regions are far better than they were before devolution, emphasizing the impact of effective county leadership
