The Kitui County Assembly is expected to receive the much-anticipated Supplementary Budget II report today, offering a glimmer of hope for the county’s stalled financial operations. This follows confirmation from the Assembly Majority Leader, Hon. Harrison Maluki, who told Channel 15 News that the Budget and Appropriations Committee worked throughout the weekend to finalize the report.

Maluki, who is a Wiper Party MCA, made the remarks last night in response to a question by a local journalist during an exchange in a popular Kitui County WhatsApp news forum.
“The Budget Committee has worked tirelessly over the weekend. The Supplementary Budget II report is complete and is scheduled to be laid before the Assembly floor today,” he said.

The update comes amid mounting pressure on the Assembly to break the current stalemate that has hampered the approval of both the 2024/25 Budget and related financial frameworks. The Senate Standing Committee on Finance and Budget, which visited Kitui just days ago, raised the alarm over the paralysis caused by political wrangles and non-functional Assembly committees.

The supplementary budget process is seen as a key step toward resuscitating critical service delivery that has been disrupted due to delays in the passage of fiscal plans. Kitui residents and civic leaders have expressed concern over the county’s rising pending bills, currently standing at Ksh 1.6 billion, and the growing leadership impasse between the Executive and Assembly factions.
It remains to be seen whether the tabling of the report will receive bipartisan support within the Assembly, where divisions have persisted over control of committees and legislative priorities.
