President William Ruto has appointed Charles Owino Wahong’o as the new Government Spokesperson in a fresh round of Executive changes that also saw several nominations to constitutional commissions and senior government appointments.
The appointment, announced in a Presidential notification issued by Chief of Staff and Head of the Public Service Felix Koskei, redeploys Owino from the Ministry of Information, Communications and the Digital Economy, where he has been serving as the Acting Head of Government Communications, to the Executive Office of the President as Government Spokesperson.
Owino, a former police spokesperson and communications strategist, succeeds Isaac Mwaura, who has been promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.
The reshuffle forms part of wider changes announced by the President affecting constitutional commissions, statutory bodies and the senior ranks of the Executive.
Among the key nominations forwarded to Parliament for approval are Dr. Duncan Ojwang Oburu as Chairperson of the Independent Policing Oversight Authority (IPOA), Wilson Sossion and Antonina Lentoijoni as members of the Teachers Service Commission (TSC), and Flora Mutua as a member of the Public Service Commission (PSC).
President Ruto also nominated seven members to the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Coordinating Summit.
The appointments take effect in accordance with the Constitution and the relevant statutes, with nominees to constitutional commissions expected to undergo parliamentary vetting before formal appointment.
