The National Assembly is set to vet nominees for prominent roles across three Constitutional Commissions and two State Offices, as per nominations from President William Ruto.
Speaker Moses Wetang’ula has told Parliament that he has received five messages from the President regarding 21 nominations for positions in the Independent Policing Oversight Authority (IPOA), the Commission on Administrative Justice (CAJ), the Salaries and Remuneration Commission (SRC), the National Gender and Equality Commission (NGEC), and the Central Bank of Kenya.
“According to Standing Order 42(1), I report to the House the receipt of five Messages from His Excellency the President regarding various nominations,” stated Speaker Wetang’ula.
Independent Policing Oversight Authority (IPOA)
The President nominated Ahmed Issack Hassan as Chair of IPOA, in line with the Independent Policing Oversight Authority Act, 2011. Additionally, nominees for IPOA membership include Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Boniface Kipkemoi Samati, Dr. Annette Mbogoh, Hon. John Muchiri Nyaga, Kenwilliams Nyakomitah, and Jackline Lukalo Mwenesi.
Commission on Administrative Justice (CAJ)
For the CAJ, President Ruto has selected Charles Orinda Dulo as Chair, with Hon. Charles Njagua Kanyi and Dorothy Jemator Kimengech nominated as Commission members.
Salaries and Remuneration Commission (SRC)
Sammy Chepkwony was nominated to lead the SRC, accompanied by sector representatives: Jane Gatakaa Njage (Teachers Service Commission), Maj. Gen. (Rtd) Martin Kizito Ong’oyi (Defence Council), Mohamed Aden Abdi (Senate representing County Governments), Dr. Gilda Odera (Federation of Kenya Employers), Dr. Geoffrey Apollo Omondi (Central Organization of Trade Unions), and Leonid Ashindu (Association of Professional Societies in East Africa).
National Gender and Equality Commission (NGEC)
Hon. Rehema Dida Jaldesa was nominated as Chair of the NGEC, with Michael Mbithuka Nzomo, representing persons with disabilities, nominated as a Commission member.
Central Bank of Kenya (CBK)
For the position of Deputy Governor of the CBK, Gerald Nyaoma Arita was nominated, per the Central Bank of Kenya Act (CAP 491).
Speaker Wetang’ula referred the President’s messages and accompanying documents, including CVs and selection panel reports, to the respective departmental committees for review. The nominees for IPOA will appear before the Departmental Committee on Administration and Internal Security, CAJ nominees before the Committee on Justice and Legal Affairs, SRC nominees before the Committee on Labour, NGEC nominees before the Social Protection Committee, and Mr. Nyaoma will face a joint sitting of the National Assembly Committee on Finance and National Planning alongside the Senate Standing Committee on Finance and Budget.
The committees are scheduled to complete the vetting process and submit their reports to the House by November 26, 2024.
