    Leadership Vacuum in Kitui: Minority Leader and Nguni MCA Demand Urgent Appointment of Chief Officers

    The Kitui County Government is under intense pressure to fill two critical Chief Officer positions that have remained vacant for months, leaving key sectors in limbo. The county’s failure to replace the dismissed officers—Mr. Stephen Makau Musili, who headed Trade, Industry, MSMEs & County EIZs, and Nelly Mutisya, who was in charge of Agriculture and Fisheries—has sparked outrage among residents and legislators alike.

    Former Kitui Chief Officer for Trade, Industry, MSMEs & County EIZs, Mr. Stephen Makau Musili, whose dismissal left a leadership vacuum in the sector.

    At the forefront of the calls for action is Kitui County Assembly Deputy Minority Leader and Nguni MCA, who has publicly demanded that the positions be filled immediately. His demand comes against the backdrop of an increasingly strained relationship between the County Executive and the County Assembly, which has led to governance challenges and inefficiencies.

    Former Kitui Chief Officer for Agriculture and Fisheries, Nelly Mutisya, whose exit has disrupted agricultural and fisheries programs in the county. The Ministry was rated as the worst performing just months after she exited.

    The circumstances surrounding the dismissal of the Chief Officers remain unclear, with officials offering little to no explanation. What is evident, however, is the devastating impact of these unfilled positions on service delivery. Without leadership, these crucial dockets have stagnated, leading to inefficiencies that have crippled key economic and agricultural sectors in the county. Small businesses, traders, and farmers continue to suffer due to the lack of guidance and support from these offices.

    Kitui County Governor Dr. Julius Makau Malombe faces mounting pressure from leaders to execute his constitutional mandate and urgently appoint replacements for the sacked Chief Officer positions.

    With only two years left in the current administration’s term, Kitui residents are growing increasingly impatient. The county government must now move with urgency to appoint competent and deserving sons and daughters of Kitui to these roles. The time for delays and bureaucratic red tape is over—service delivery to the people must take precedence.

    Kitui County Assembly Deputy Minority Leader and Nguni Ward MCA, Jeremia Mutua Musee, has been vocal in demanding Governor Dr. Julius Makau Malombe to urgently appoint replacements for the sacked Chief Officers.

    “We cannot afford to have key offices lying idle while our economy struggles and our farmers face unprecedented challenges,” said a concerned resident. “The county government must act now to ensure efficient governance and development.”

    As the pressure mounts, all eyes are on Governor Dr. Julius Makau Malombe’s administration** to see whether she will heed the people’s call. Will the leadership act swiftly to restore order and effectiveness in these sectors, or will the county continue to suffer from the vacuum left behind?
