The Independent Policing Oversight Authority (IPOA) has launched investigations into the fatal shooting of Shukri Ibrahim, who was shot dead by a police officer in Mukuru Kwa Njenga, Embakasi, Nairobi, on January 11, 2026.
In a statement released on Monday, IPOA confirmed that the incident occurred at around 6:10 a.m., when Ibrahim was in the company of Wycliff Nyakwama and Festus Mutinda, while en route to deliver a motor vehicle to a client in Imara Daima. The vehicle reportedly became involved in a traffic accident with a matatu.
According to preliminary findings, a confrontation ensued between the drivers, prompting the trio to drive away after the matatu driver allegedly called for reinforcement from colleagues. The three later parked the vehicle at MCC School and began walking back to the scene.

While walking, they were intercepted by police officers identified as Sergeant Godwin Mjomba and APC Patrick Mutunga Titus, who allegedly ordered them to lie down. During the encounter, Sergeant Mjomba reportedly discharged his firearm, fatally shooting Shukri Ibrahim.

IPOA stated that the deceased sustained a single penetrating gunshot wound to the head and died at the scene. The Authority oversaw the post-mortem examination conducted on the afternoon of January 11, which confirmed the cause of death as a gunshot-induced head injury.
The two police officers involved were arrested and arraigned before the Milimani Law Courts, where the court granted IPOA’s request to detain them for 14 days to allow completion of investigations. So far, IPOA has documented the crime scene, recorded witness and officer statements, obtained relevant police documents, and secured the post-mortem report.
The Authority urged members of the public to remain calm as investigations continue, reiterating its commitment to fair, impartial, and independent oversight of police conduct.
