Kitui County Assembly Speaker Hon. Kelvin Kinengo Katisya has set tongues wagging after issuing a rare and emotional apology during his Christmas and New Year address to residents. The Speaker admitted to potential failures in service delivery by the Assembly in 2024 and asked for forgiveness from the people of Kitui, promising better collaboration with the Executive to deliver on the county’s priorities in 2025.
“I sincerely apologize if we let you down as your representatives. Governance is never without challenges, but we remain committed to improving service delivery and meeting the expectations of our people,” Kinengo said.
The statement comes against the backdrop of a turbulent year in Kitui County, marred by intense political wrangling, failed impeachment attempts, and a bitter budget standoff that almost paralyzed operations.
Impeachment Scare and Allegations of Interference
The Speaker’s apology coincides with growing rumors of his impeachment, fueled by divisions in the Assembly. Recently, a motion to impeach Finance Minister Peter Mwikya Kilonzo collapsed after it failed to get a seconder, despite allegations of corruption and misconduct leveled against the minister. Insiders have claimed that the Executive intervened at the eleventh hour to shield the minister, sparking outrage among a faction of MCAs who believe justice was subverted.
“It’s a betrayal of the people’s trust,” said one MCA who accused the Executive of “buying off” Assembly members to protect their ally.
Budget Wars That Almost Brought Kitui to Its Knees
December also saw a bruising confrontation between the Assembly and Governor Julius Malombe’s administration over the Supplementary Budget. At the heart of the conflict was funding for an office construction project, which the Assembly demanded be fully financed upfront. The Governor, however, insisted on a phased funding approach, leading to a standoff that nearly shut down critical county operations.
Kinengo’s Call for Unity
In his address, Kinengo sought to downplay the tensions, calling them “normal push and pull” between the two arms of government. He assured residents that both the Assembly and the Executive were committed to serving the county better in 2025.
“Despite our differences, we have worked together to harmonize service delivery. Moving forward, I promise that we will work even harder to deliver the services you deserve,” he added.
