The government has issued a stern warning to rogue money lenders holding Kenyans’ National Identification Cards as collateral, ordering the immediate return of the crucial documents or risk facing prosecution.
Speaking on Wednesday in Nuu , Mwingi Central, Kitui County during a security and administrative tour of Kitui County, the Interior Cabinet Secretary Kipchumba Murkomen emphasized that national IDs are personal legal documents that must not be used as security for loans or exchanged for goods and services.

He noted that despite ongoing efforts to make it easier for Kenyans to obtain identification documents, some individuals continue to unlawfully retain IDs, denying owners access to essential services.
The CS made the remarks as he outlined key outcomes of the government’s Jukwaa La Usalama consultations, revealing that a policy aimed at standardising the creation of administrative units is now in its final stages.

He added that the government will continue operationalising already gazetted units as resources become available, a move intended to bring government services closer to wananchi.
During the visit, the CS officially commissioned Nuu Sub-County in Kitui County, marking a significant step in enhancing service delivery in the region. He also flagged off relief food to various locations across the county to support residents facing hardship.

Addressing security concerns, the CS acknowledged that parts of Kitui County have been affected by insecurity driven by resource-based conflicts.
In response, the government will deploy formed police units in the affected areas while preparing to post officers to newly constructed police stations, a move aimed at restoring stability and protecting communities.
The event brought together both national and local leadership, including Principal Administrative Secretary for National Administration Beverly Opwora, Eastern Regional Commissioner Paul Rotich, Kitui County Commissioner Erastus Mbui, and Nuu Deputy County Commissioner Washington Khoi.

Political leaders present included former Mwingi Central MP Joe Mutambu, Kitui County Assembly Minority Leader Jeremiah Mutua, Nuu MCA Judith Wanza, Tharaka MCA Muthengi Ndangara, UDA nominated MCA Deborah Mutuku, and former Nuu MCA Alex Musili Kawaya, among others.
