A Selection Panel tasked with recruiting nominees for appointment as seven members of the Intergovernmental Relations Technical Committee (IGRTC) has been officially sworn in at the Kenyatta International Convention Centre (KICC), marking a significant step in strengthening coordination between Kenya’s two levels of government.
The ceremony was presided over by the Deputy Chief Registrar of the Judiciary, Paul Ndemo, who administered the oath of office to the panel members, formally ushering them into their mandate.
The newly constituted panel draws representation from a broad spectrum of institutions, reflecting a deliberate multi-sectoral approach to governance. Key stakeholders include the Executive, the Council of Governors, the State Department for Devolution, the State Law Office, the Public Service Commission, the Association of Professional Societies of East Africa, and the Kenya Private Sector Alliance.
The Council of Governors is represented in the panel by Governors Benjamin Cheboi, Ochillo Ayacko, and Fatuma Achani, underscoring the critical role county governments play in the intergovernmental framework.
Serving as Joint Secretaries to the panel are Mary Mwiti, Chief Executive Officer of the Council of Governors, and Kipkurui S. Chepkwony, Chief Executive Officer of IGRTC.
The two are expected to coordinate the panel’s activities and ensure a smooth and transparent recruitment process.
The panel’s primary responsibility will be to identify and recommend qualified candidates for appointment to the IGRTC, a statutory body that plays a pivotal role in facilitating consultation, cooperation, and dispute resolution between the national and county governments.
The establishment of the selection panel comes at a time when effective intergovernmental relations are increasingly seen as essential to service delivery, policy alignment, and the overall success of Kenya’s devolved system of governance.
Once constituted, the IGRTC is expected to continue driving coordination efforts, streamline engagement between the two levels of government, and address emerging challenges within the devolution framework.
