Machakos Governor Wavinya Ndeti has dramatically dismissed County Executive Committee (CEC) Member for Finance Catherine Mutanu just moments before she was due to appear before a County Assembly committee to respond to an impeachment motion, in a move that has sparked fresh political debate within the county government.
Documents seen by Channel 15 News show that Governor Wavinya Ndeti signed a dismissal letter dated July 6, 2026, invoking Section 31(a) of the County Governments Act to relieve Mutanu of her duties as the County Executive Committee Member for Finance with immediate effect.

The dismissal letter, addressed to Raphael Catherine Mutanu, states that the governor had exercised her constitutional mandate to terminate the appointment, effectively ending Mutanu’s tenure before the County Assembly could proceed with deliberations on her anticipated impeachment.
In a separate communication from the Office of the County Secretary, the Speaker of the Machakos County Assembly was formally notified that Mutanu had been relieved of her duties effective July 6, 2026. The letter requested the Assembly to take note of the governor’s decision, signaling that the impeachment process could be overtaken by events following the dismissal.
The development came just minutes before Mutanu was expected to appear before the relevant County Assembly committee to defend herself against allegations that had prompted the impeachment process. Her dismissal now raises legal and political questions over whether the Assembly proceedings will continue despite her removal from office.
Under the County Governments Act, governors have the authority to appoint and dismiss County Executive Committee members, subject to the law. However, such last-minute decisions often generate intense political debate, particularly when they coincide with active oversight proceedings by county assemblies.
The latest move is expected to fuel fresh discussions over the relationship between the executive and the assembly in Machakos County, with political observers keenly watching whether MCAs will pursue the matter further or consider it concluded following the governor’s action.
TVL News understands that more details surrounding the circumstances leading to Mutanu’s dismissal are expected to emerge as both the county executive and the assembly respond to the unfolding developments.
Channel 15 News is following the story and will provide updates as more information becomes available.
