The County Assembly of Kitui , Committee on Labour and social welfare has ruled that the appointment of Ms Agnes Mulewa as Acting County Secretary was illegal and ordered her to vacate office with immediate effect while at the same time refund monies paid to her while illegally in office.
“The Ag County Secretary should vacate the office with immediate effect and a substantive County Secretary be appointed pursuant to the provisions of section 44 of the County Governments Act, 2012” a report tabled at the floor of the yesterday by The Chairperson of the Committee Hon Joseph Kasungi reads.
The Committee further recommends that the chairperson for the County Public Service Board be held culpable for violating several provisions of the law as well as clear manifestation of incompetence in performance of her roles following the illegal appointment of several senior County officials and overstating in their respective offices serving under acting capacities.
Some of the notable senior County officials affected and who have been on acting capacity for a period beyond the legally prescribed duration include the Ag. County Secretary, the Ag. Head of Revenue the Ag secretary to the CPSB among many others.
The Committee further ordered the Finance department investigates issue relating to revenue leakages while paying attention to revenue collection at the 14 level iv hospitas in the county , livestock yards, all ceess points and single bussiness permits and any person found culpable be brought to book.
The County Public Service Board has been directed to initiate the process of recruiting a substantive County Secretary and Secretary to the CPSB within 90 days.
