    Malombe’s Acting County Secretary And Others Questioned By County Assembly Over Illegal Appointments

    Governor Malombe’s very powerful minister who doubles as County Acting Secretary Ms Agnes Kawila Mulewa and who skipped County Assembly grilling session, has today appeared before The Assembly Committee on Labour and Social Welfare to answer to questions surrounding her appointment as Acting County Secretary while at the same same time serving as the Chief Officer for the department of Public Service.

    Ms Mulewa was hard pressed by Waita MCA Hon. Joseph Kavula led committee to explain her effeciency while serving under the two sensitive dockets and whether Kitui County was lacking the right candidate to be employed in her position.

    Ms Agnes Mulewa together with others been invited to appear before the committee, but the said is believed to be the pillar of Malombe’s administration didn’t honor the summons.

    During the initial summons, Dr Makindi , Ms Munyasya and Mr Ngesu honored their invitations but Ms Mulewa perceived to be one of powerful Malombe’s key point movers and shaker didn’t appear before the committee forcing it to issue further summons.

    The Committee termed Ms Mulewa’s appointment as Kitui County Acting Secretary illegal and that it contravened the the provisions of the County Governments (Amendment) Act, 2020.

    At the same time, appointment of Ms. Munyasya as Chief Officer for Finance was rendered unconstitutional.

    However , during the hearing it was revealed that despite her appointment as a revenue collector in March 2023 she was never paid any acting allowance to that effect.

    Following the damning revelations, the committee committee will then retreat to prepares a response report that will be tabled on the floor of the House.

    The County Assembly Committee on Labour and Social Welfare has continued grilling officers from the executive arm of the County Government of Kitui in a bid to unravel the uncertainty surrounding appointment of some officials and staff in acting capacities.

    Some of the senior Malombe’s senior staffs under investigation by County Assembly include the County Secretary Ms Agnes Kawila Mulewa, The Ag. Secretary Mr. Wilfred Ngesu and the Ag. Head of Revenue Ms. Roselyn Kavata Munyasya.

    Current investigation are as a results of Nguni Ward MCA Hon Jeremiah Mutua request of statement in what the ward representative representative reffered to as illegal appointment in Kitui County government.
