The political future of embattled Finance CECM Peter Mwikya Kilonzo hangs by a thread as a Special Committee intensifies its investigation into his alleged misconduct. The hearings, chaired by Nguni MCA Hon. Jeremiah Musee Mutua, have revealed shocking claims from key witnesses, painting a grim picture of Kilonzo’s tenure.
Kilonzo, who faces charges of gross violation of the Constitution, incompetence, abuse of office, and gross misconduct, is accused of plunging Kitui County’s financial management into disarray. These allegations, brought forward by Kiomo/Kyethani MCA Hon. Antony Msyimi Musyoka, led to the County Assembly approving a motion on December 3, 2024, to investigate his conduct.
The Weight of Witness Testimonies
During the witness session held on Monday session, key witnesses laid bare a series of alleged failings under Kilonzo’s watch:
Peter Gitonga Nkunda, the CECM for Water and Irrigation, accused the Finance docket of misappropriating funds meant for critical water projects, resulting in delays that left communities stranded.
Hon. Zacchaeus Ivutha Syengo, Chair of the County Budget and Appropriations Committee, joined virtually to highlight procedural breaches and unauthorized reallocations of funds.
Hon. Harrison Maluki Mawia, the Majority Leader, blamed Kilonzo for financial inefficiencies that have hampered service delivery across multiple sectors.
Hon. Benjamin Ndambu Mulandi, Finance and Economic Planning Committee member, outlined specific budgetary anomalies and alleged corruption within the department.
Hon. Godfrey Muthengi Ndagara, Deputy Majority Whip, linked the Finance docket to stalled public projects due to unexplained delays in fund disbursement.
The absence of County Budget Officer Ismael Gurhan, who failed to appear as a witness, sparked speculation. Insiders believe his testimony could have further implicated Kilonzo or served as a potential lifeline.
A Fight for Political Survival
Kilonzo, accompanied by his legal counsel Mr. Musyoki Kimanthi, has denied all allegations, calling the proceedings a politically motivated witch hunt. His defense team has promised to disprove each charge, but the testimonies so far have significantly dented his standing.
Should the Special Committee substantiate the allegations, their report will be tabled before the County Assembly for adoption. If the Assembly approves the findings, Governor Julius Malombe will be compelled to dismiss Kilonzo in line with Section 40 of the County Governments Act, 2012.
