The Kitui County Assembly has initiated a crucial process to address the Governor’s concerns regarding the Supplementary Appropriation Bill, 2024. During today’s session, Speaker Hon. Kevin Kinengo Katisya directed the County Budget and Appropriations Committee to scrutinize the Governor’s memorandum on the Bill and prepare a detailed report within 21 days for the House’s consideration.
The Bill, which was passed by the Assembly on November 27, 2024, and forwarded to the Governor for assent, was returned with a memorandum on November 29, 2024. The memorandum outlines the Governor’s reservations, prompting further examination to ensure the Bill aligns with the law while addressing the needs of Kitui residents.
In his address, Speaker Katisya urged the Budget and Appropriations Committee to ensure that its report considers both the Governor’s concerns and the priorities of the people. He stressed the importance of a balanced approach to governance that upholds the interests of the county.
Approval of Special Committee for Finance CEC Removal
In the same session, the Assembly affirmed a motion to establish a special committee to investigate the proposed removal of the County Executive Committee Member for Finance, Economic Planning, and Revenue Management. The decision reflects the Assembly’s commitment to accountability and due process in addressing issues of governance.
Majority Leader Hon. Harrison Maluki, while moving the motion, emphasized that the selection process was fair and involved consultation with political parties within the Assembly. He expressed confidence in the impartiality and competence of the committee to execute its mandate effectively.
