    Kitui County Assembly Shakes Up House Business Committee In A Major Reconstitution

    In a dramatic move signaling renewed legislative vigor, the Kitui County Assembly has reconstituted its House Business Committee for the fourth session. During a charged morning plenary session, MCAs unanimously approved a motion to revamp the powerful committee that sets the legislative agenda.

    The motion, tabled by Majority Leader Hon. Harrison Maluki (Migwani) and seconded by Hon. Stephen Katana (Nguutani), was swiftly adopted in a session chaired by Hon. Paul Maluki of the Speaker’s panel. The restructuring aligns with Standing Order No. 151(1), which mandates the formation of the committee at the beginning of each session to reflect the political composition of the Assembly.

    The fresh lineup of the committee is as follows:

    2. Hon. Harrison Maluki

    9. Hon. Joseph Musyoka Mbite
    10. Hon. Godfrey Muthengi Ndagara

    14. Hon. Sylvester Munyalo Kitheka

    This shake-up is expected to inject fresh momentum into legislative operations, ensuring a more robust and efficient execution of Assembly business.

    Key Report Tabled

    Beyond the committee restructuring, the session was packed with high-stakes legislative business. Majority Leader Hon. Harrison Maluki tabled two critical reports:

    1. Vetting Report – A report by the Committee on Appointments detailing the screening of nominees for the crucial roles of County Secretary, County Attorney, and Secretary to the County Public Service Board.
    2. Committee Review Report – A document by the Committee on Selection revising the membership of County Assembly Select and Sectoral Committees.

    In addition, Hon. Godfrey Muthengi Ndagara (Tharaka) laid a report by the Committee on Procedure and Rules on the formulation of the Speaker’s rules, aiming to refine the Assembly’s operational framework.

    Motions On The Floor

    Three significant motions were also introduced, promising to shape the county’s governance landscape:

    1. Approval of the vetting report for nominees to key county executive positions.
    2. Review of Assembly committee memberships to enhance efficiency in legislative oversight.
    3. Adoption of new Speaker’s rules to streamline Assembly procedures.

    The motions, spearheaded by Majority Leader Hon. Maluki and Hon. Ndagara, are expected to set the tone for an action-packed legislative session.

    With the House Business Committee now in place and crucial reports and motions lined up, Kitui residents can expect heightened legislative activity in the coming weeks. The restructuring comes amid growing calls for greater efficiency and transparency in county governance.

    The session was presided over by Deputy Speaker Hon. Christopher Nzilu Nzioka (Kyangwithya West), who emphasized the importance of a well-functioning Assembly in serving the people of Kitui.
