Kassim Abdi Sebo, popularly known as Commander and described by the Directorate of Criminal Investigations (DCI) as a โgoon mobiliserโ in Homa Bay, has pleaded guilty to assault causing actual bodily harm at the Kisii Law Courts.
Sebo appeared before Senior Resident Magistrate Caroline Cheruiyot on Tuesday, October 13, 2026, where he admitted assaulting Maurice Ouko at Homa Bay bus terminus on July 9, 2026.
According to reports by The Star, the charge was brought under Section 251 of the Penal Code. He was subsequently remanded at Kisii Central Police Station pending further proceedings.
DCI Details Arrest Operation
Seboโs guilty plea comes days after the DCI announced his arrest in a coordinated police operation at Homa Bay Bus Stage.
In a statement issued on October 9, the agency said officers arrested him while executing a warrant issued by the Homa Bay Law Courts on August 14, 2026.
The operation took an unexpected turn when seven men accompanying Sebo allegedly attempted to obstruct officers carrying out the arrest.
The DCI identified the seven as Achiando Victor Odhiambo, Isaac Masika Muliro alias Waigo, Oyeke Geoffrey Moses, Geoffrey Nchore, Odhiambo Wesley Arnold alias Mwas, Joseph Kabira and Alfred Nyagino.
The agency said all eight suspects were in custody undergoing processing ahead of their expected arraignment.
The arrest warrant against Sebo related to the assault case, according to published reports.
Political Violence Allegations
Seboโs arrest also attracted attention amid heightened tensions surrounding political activities in Homa Bay.
Reports linked the wider security concerns to violence during the Linda Mwananchi Movementโs tour of Homa Bay on August 16, 2026, when confrontations and attacks on vehicles and journalists were reported.
Police described Sebo as a โchief goonโ following his arrest. However, his guilty plea concerns the separate July 9 assault incident and does not, by itself, establish his involvement in the August political unrest.
Robbery With Violence Claims
Questions have also emerged over claims that Sebo was facing a robbery-with-violence charge under Section 296(2) of the Penal Code.
However, the court reports reviewed identify the offence to which he pleaded guilty as assault causing actual bodily harm under Section 251. Channel 15 News has not independently verified whether a separate robbery-with-violence charge exists.
Meanwhile, the seven men arrested alongside Sebo face separate allegations of obstructing police officers. Their arrest does not establish their guilt.
Seboโs guilty plea marks a significant development in the assault case, as he remains in custody awaiting further court proceedings.
