The Director of Public Prosecutions (DPP) has ordered the arrest and arraignment of Isiolo Governor Ibrahim Abdi Hassan alias Guyo and seven others over allegations of kidnapping, robbery, and violence against former Isiolo County Chief Officer of Health, Abdirahaman Mohamed.
According to the ODPP, the case stems from an incident on 19th June 2025 at Outbark Hotel in Maanzoni, Machakos County, where Abdirahaman and 15 Members of the County Assembly (MCAs) were meeting to strategize on the Governor’s impeachment. The Governor and his supporters allegedly stormed the hotel, forcibly disarmed Abdirahaman, and kidnapped him.
The DPP noted that Abdirahaman was blindfolded, beaten, and later abandoned at the Ruai Sewage area. During the ordeal, he lost a licensed Glock pistol with 15 rounds of ammunition, an iPhone 16, Kshs. 70,000 in cash, and other personal belongings.
CCTV footage reportedly placed Governor Guyo at the scene alongside Abdullahi Jaldesa Banticah, Dade Boru, Abdirashid Ali Diba alias Ngila, Abdinur Dima Jiilo, Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina.

Following a comprehensive review of the evidence, the DPP has directed the Directorate of Criminal Investigations (DCI) to apprehend and charge the suspects with Kidnapping with Intent to Cause Grievous Harm and Robbery with Violence.
“The Office of the Director of Public Prosecutions remains committed to executing its constitutional mandate in accordance with the law, public interest, and administration of justice,” the statement, dated 5th September 2025, read in part.
If found guilty, the Governor and his co-accused face serious legal consequences that could alter the political landscape in Isiolo County, already marred by heightened tensions over his leadership.
