The Kitui County Assembly has kicked off a critical fiscal review process as it committed the Supplementary Budget Estimates I for the 2025/2026 financial year to the Committee on Budget and Appropriations for consideration.
Speaker Hon. Kevin Kinengo Katisya, who presided over the Wednesday afternoon sitting, confirmed that the supplementary estimates were formally submitted to the House on Tuesday, November 4, 2025, in line with statutory timelines. He called on the committee to expedite its review and present its report promptly to facilitate smooth delivery of services to Kitui residents.

“I urge the Budget Committee to fast-track the process and present its report for approval so that the people of Kitui continue receiving services without delay,” said Speaker Kinengo, pledging full support to the process.

In the same sitting, Members of the County Assembly (MCAs) also conducted the first reading of the Kitui County Finance Bill, 2025, which proposes various taxes, fees, rates, and charges across multiple revenue streams. The Bill touches on sectors including land and property, businesses, markets, agricultural produce, outdoor advertising, health, parking, heritage sites, entertainment, mining, and extraction activities.

The session further saw the County Annual Development Plan (ADP) committed to the Committee on Finance and Economic Planning for scrutiny. Both committees are expected to subject the documents to public participation, as stipulated under Article 196(b) of the Constitution and Section 115 of the County Governments Act, 2012.
After incorporating public and sectoral committee views, the committees will table final reports before the House for approval — setting the stage for what could be one of the county’s most defining fiscal moments of the year.
