Ikanga MCA Cyrus Musyoka Kisavi was on Tuesday dramatically arrested in Nairobi over the brazen theft of mobile accessories worth Sh1.9 million — a heist that has stunned residents of Kitui and sparked a political firestorm.
Kisavi, a sitting Member of County Assembly, was nabbed by Buscar Courier Services security at their River Road offices after he unknowingly walked into the very same building where he had allegedly orchestrated the theft three months ago. The parcel in question — a high-value consignment of assorted mobile accessories — was reported stolen on February 8, 2025, and was meant for a client in Mombasa.

Detectives say that CCTV footage captured on the day of the incident was key in identifying the suspect. In the clip, a man believed to be Kisavi is seen casually walking out with the package — bypassing all security checks. The footage was later analyzed by investigators from the Coast Region, leading to a positive identification.
On Tuesday, fate caught up with him.
“He didn’t reveal who he was. He blended in like any other customer,” a courier staffer told Channel 15 News. “But when the security team saw him, they cross-checked the footage and realized — that’s him!”

Kisavi was then swiftly detained by the courier company’s security guards and handed over to officers at Central Police Station. It was only during processing that he was revealed to be an elected representative — a fact he had attempted to conceal during his arrest.
The MCA was later handed over to Mombasa-based detectives who had been investigating the theft, and he is now expected to face formal charges.
News of the arrest has sent shockwaves across Kitui, with political leaders and residents alike expressing disbelief.
“How can a whole MCA be involved in such a thing?” posed a resident of Ikanga. “This is a big embarrassment to the ward and Kitui as a whole.”
The incident raises deeper questions about integrity in public office, with calls already mounting for Kisavi’s immediate suspension pending investigations.
Meanwhile, detectives are not ruling out the possibility of a wider courier syndicate and are said to be following crucial leads.
A Troubling Pattern: MCAs and the Law
Kisavi’s arrest adds to a growing list of Kenyan MCAs entangled in legal controversies:
Joan Ogada, MCA for Kojwach Ward, was arrested in February 2025 for allegedly assaulting the County Assembly Clerk, Daniel Kaudo, and damaging office equipment .
Julius Macharia, Weitethie MCA, faced legal action in May 2019 for displaying unauthorized images of Deputy President William Ruto as Commander-in-Chief on a vehicle, contravening national emblem laws .
Peter Mburu Muthoni, Kagunduini Ward MCA, was arrested in April 2019 for allegedly defrauding a woman of Ksh3 million by falsely promising a tender to supply ballast to a Chinese company .
Ahmed Salama, Bofu Ward MCA in Mombasa, was arrested in August 2019 in connection with drug trafficking after police seized narcotics from his residence .
These incidents underscore a concerning trend of public officials facing serious legal challenges, raising questions about accountability and ethical standards within local governance.
As the investigation into Kisavi’s case unfolds, the public awaits further details on the charges and potential implications for his political career.
