The government has announced a six-month waiver on fees charged for the replacement of national identification cards (IDs) and change of particulars, following a new directive published in a special gazette notice dated October 31, 2025.
According to Legal Notice No. 175, issued by Cabinet Secretary for Interior and National Administration Kipchumba Murkomen, the amendment to the Registration of Persons Rules eliminates the KSh 1,000 charge for ID replacement and change of details, effective immediately.
The move aligns with President William Samoei Ruto’s directive aimed at ensuring that every Kenyan obtains a national ID — a crucial document for accessing government services, education, employment, and other opportunities.

Interior Cabinet Secretary Kipchumba Murkomen urged members of the public to take advantage of the waiver period to apply for or update their identification documents, emphasizing the government’s commitment to making registration easier and more accessible.
“This waiver follows other reforms we have rolled out to make registration more accessible, including free issuance of IDs to first-time applicants, the abolition of extra vetting for residents in border counties, and the scrapping of authentication fees for birth certificates when applying for IDs and passports,” Murkomen said.
