Kitui County Assembly Speaker Kinengo Katisya has hailed the planned Devki Group clinker cement plant in Ngaaie, Mwingi North, describing the KSh70 billion investment as a major win for Kitui County, with more than 4,000 direct and indirect jobs expected.
Katisya made the remarks after joining President William Ruto and other leaders from the Ukambani region for the groundbreaking ceremony of the industrial project in Kyuso Ward, saying the investment would help unlock Kitui’s economic potential through industrialisation.

“This KSh70 billion project is an absolute milestone win for the people of Kitui County,” Katisya said.

The Speaker said the plant was expected to drive local commerce and create employment opportunities, expressing optimism that the investment would contribute to the county’s economic growth.
His remarks placed the spotlight on the potential benefits of the project for Kitui residents and businesses, particularly through job creation and increased economic activity associated with large-scale industrial development.

Katisya also thanked President Ruto for what he described as creating an enabling environment for major investors, while commending Devki Group Executive Chairman Narendra Raval, popularly known as Guru, for choosing Kitui County for the multi-billion-shilling investment.
“Our sincere gratitude goes to President Dr. William Ruto for creating a highly enabling environment for major investors,” he said.
“We also deeply appreciate the Devki Group, led by their visionary Executive Chairman, Dr. Narendra Raval (Guru), for choosing to anchor this transformative, multi-billion-shilling investment right here in Kitui County.”

The Speaker attended the ceremony alongside Tharaka Ward MCA Muthengi Ndagara, the Majority Whip; Wiper-nominated MCA Mwende Salu, the Deputy Majority Whip; UDA-nominated MCA Deborah Mutuku; and Wiper-nominated MCA Priscilla Makumi, among other leaders.
The investment is expected to strengthen Kitui’s industrial development prospects, although the construction timeline, operational start date and specific arrangements for recruiting local workers were not detailed in Katisya’s statement.
