The County Assembly of Kitui has launched its Strategic Plan for 2026โ2030, with Speaker Kevin Kinengo Katisya calling for stronger accountability, effective oversight of the County Executive and measurable improvements in the institutionโs service to residents.
The five-year roadmap is intended to guide the Assemblyโs programmes, priorities, resource allocation and performance management following the expiry of its inaugural strategic plan in 2025.

Speaking during the official launch on Tuesday, October 13, Katisya said the plan represents a commitment to building a more effective, responsive, accountable and people-centred legislature.
He emphasised that the success of the document would depend not on its formulation alone, but on how consistently its objectives are implemented and translated into tangible institutional results.
โStrategic planning is only the beginning,โ the Speaker said, urging Assembly leadership, Members of the County Assembly (MCAs), the Clerk and staff to work collectively towards achieving the planโs objectives.
Oversight, Legislation And Representation At The Centre
The new strategic plan reinforces the Assemblyโs three core constitutional functions: representation, legislation and oversight.
Katisya said the institution must strengthen its capacity to represent residents, address public concerns through legislation and hold the County Executive accountable for the prudent use of public resources and delivery of services.
The Speaker underscored the importance of efficient administrative systems, competent human resources, sound financial management and effective governance structures in enabling the Assembly to discharge its mandate.

He called on every directorate, department and section of the Assembly service to align annual work plans, budgets and performance targets with the strategic objectives.
According to Katisya, regular monitoring and evaluation will be necessary to identify implementation gaps, address emerging challenges and measure progress throughout the five-year period.
The plan is therefore expected to provide a framework for tracking institutional performance and strengthening evidence-based decision-making.
Public Participation Remains Key
The Speaker also highlighted public participation as a central pillar of effective county governance, insisting that residents must remain active participants in decisions affecting their lives.
He said the Assembly should continue strengthening mechanisms that allow citizens to contribute meaningfully to legislative processes, shape public priorities and hold their elected representatives accountable.
Katisya further called for constructive engagement between the Assembly and key stakeholders, including the County Executive, development partners, civil society organisations, professional bodies, the private sector and the wider public.

He noted that the Assemblyโs institutional development must remain aligned with relevant county and national development frameworks, including the Kitui County Integrated Development Plan for 2023โ2027 and Kenya Vision 2030.
ESAMI Recognised For Technical Support
The Speaker acknowledged the County Assembly Service Board, which he chairs, for providing leadership throughout the development of the strategic plan.
He also recognised the Eastern and Southern African Management Institute (ESAMI), led by Country Director Paul Ooga Gecheo, for its technical expertise and professional guidance.
Katisya commended the Assembly service team involved in preparing the document, saying their contribution had helped establish a roadmap for strengthening the institution.
The County Assembly Service Board, he added, remained committed to providing the leadership and institutional support required to improve the Assemblyโs operational capacity.
Implementation To Determine Success
As the Assembly begins implementing the plan, attention will turn to whether its strategic priorities are reflected in departmental work plans, budget decisions, performance targets and improvements in legislative and oversight functions.
Katisya urged Assembly officials and staff to uphold professionalism, integrity, teamwork and responsible stewardship of public resources.
He maintained that successful implementation would require shared responsibility, consistent monitoring and collaboration among the institutionโs leadership, elected members and administrative staff.

The 2026โ2030 plan marks the Assemblyโs second strategic planning cycle since its inaugural plan expired in 2025.
Its ultimate test will be whether the commitments outlined in the document strengthen representation, improve legislative performance, enhance oversight of county spending and give Kitui residents more meaningful opportunities to participate in governance.
