    Kitui MCAs Launch Fresh Impeachment Bid Against Speaker Kevin Kinengo

    The political storm in Kitui County Assembly has intensified after Members of County Assembly (MCAs) drafted a revised impeachment motion seeking the removal of Speaker Kevin Kinengo Katisya, barely days after the Clerk dismissed their earlier attempt as inadmissible.

    In a notice dated 22nd September 2025 but officially received by the Office of the Clerk on 30th September 2025, the MCAs—led by Matinyani Ward MCA Sylvester Kitheka Munyalo—say they have now marshalled the requisite threshold and secured the support of 33 members, enough to trigger the impeachment process.

    Citing Standing Order No. 58 of the Kitui County Assembly and Section 11 of the County Governments Act, the notice outlines four key grounds for removal: gross violation of the Constitution, gross violation of other laws, incompetence, and abuse of office.

    The motion accuses Speaker Kinengo of abrogating his neutrality, plunging himself into political disputes where he was expected to be impartial. According to the drafters, his conduct has undermined party unity, weakened the Assembly’s functioning, and stalled service delivery to the people of Kitui.

    Quoting Article 73(1)(a) of the Constitution, the MCAs argue that Kinengo has failed to exercise his authority as a public trust in a manner that respects the people, upholds the dignity of the office, and brings honour to the nation. Instead, they allege, he has used the Speaker’s chair to settle political scores and project himself as more powerful than his own party leader.

    “In letting these wrangles persist, and even actively involving himself in them, the Speaker has demonstrated a clear lack of leadership, incompetence, and abuse of office,” the motion states.

    The drafters conclude that Speaker Kinengo’s actions amount to gross violation of the Constitution and the law, incompetence in running the affairs of the Assembly, and abuse of office, thereby justifying his immediate removal through impeachment.

    Unlike the earlier motion that was thrown out for lacking form, unverified signatures, and unsubstantiated allegations, this revised version claims to have addressed procedural gaps and is backed by signed forms confirming that each supporting MCA has read, understood, and endorsed the motion.

    If admitted by the Clerk, this sets the stage for a showdown in the Kitui County Assembly, with Speaker Kinengo now facing the most serious challenge yet to his leadership.
