The National Assembly’s Justice and Legal Affairs Committee (JLAC) has kicked off a nationwide public participation exercise on the Public Participation Bill, 2025, in a major push to strengthen citizen involvement in governance and legislative processes.

The proposed law, co-sponsored by Otiende Amollo and Samuel Chepkonga, seeks to establish a clear and uniform legal framework to guide how public participation is conducted across government institutions.
To ensure wider reach and inclusivity, the committee has split into three teams, each tasked with collecting views from wananchi across different regions.

Cluster One, led by Committee Chairperson George Murugara, includes Gladys Boss, Farah Maalim, Aden M. Daud and Timothy Wanyonyi. The team began its engagements at the Tana Delta Education Centre in Garsen Constituency before proceeding to the Malindi Municipal Hall in Malindi.

Cluster Two, under Vice Chairperson Mwengi Mutuse, comprises Suleika Harun, Timothy Kipchumba, T.J. Kajwang’ and Michael Muchira. The team is covering Eastern and Central regions, with initial forums held at Wote Green Park Gardens in Wote and Machakos Social Hall in Machakos.
Cluster Three, which includes co-sponsor Otiende Amollo, nominated MP Harold Kimuge, and Stephen Mogaka, launched its tour in Nakuru. Public forums have since been held at the Kenya Red Cross Society Hall in Nakuru, the ACK Hall in Kericho, West Mugirango NG-CDF Hall in Nyamira, and the Kisii Agricultural Training Centre in Kisii.

The public hearings are expected to continue across the country, as lawmakers seek to gather comprehensive feedback to refine the Bill and entrench meaningful citizen participation in governance.
