    Kitui County Assembly Adjourns to Allow Public Participation on Finance Bill, Approves Auditor-General’s Report

    This evening, the Kitui County Assembly adjourned its sittings to enable Members of the County Assembly (MCAs) to conduct public consultations on the Kitui County Finance Bill, 2024. The adjournment, effective today, October 30, 2024, was initiated by the Leader of the Majority Party, Hon. Harrison Maluki (MCA Migwani), through a procedural motion under Standing Order No. 25(3). Hon. Sylvester Kitheka Munyalo (MCA Matinyani and Minority Whip) seconded the motion during a session chaired by Speaker Hon. Kevin Kinengo Katisya.

    The adjournment allows MCAs to engage with local communities and gather input on the Finance Bill, ensuring that public voices contribute to the formulation of county fiscal policies. The Assembly will reconvene on Tuesday, November 12, 2024, at 9:00 a.m., when members will discuss and review feedback from the public.

    In addition, Speaker Kinengo Katisya committed the Kitui County Supplementary Budget I Estimates for the 2024/2025 financial year to the County Budget and Appropriations Committee for detailed review. The supplementary budget will allow the Assembly to align the county’s financial priorities and allocate additional resources as needed.

    Earlier in the day, the Assembly approved a report by the Committee on County Public Investments and Accounts, examining the Auditor-General’s financial statements for both the County Executive and the County Assembly for the fiscal year ending June 30, 2020.

    This approval followed a motion moved by Hon. Gabriel Mutunga Munyao (Kauwi MCA) and seconded by Hon. Godfrey Muthengi Ndagara (Tharaka MCA). The approval, in accordance with Section 50(2) of the Public Audit Act, 2025, marks an important step in ensuring accountability and transparency in Kitui County’s financial management practices.

    With public participation set to commence, the County Assembly aims to involve residents in shaping fiscal policy while advancing oversight on past expenditures, reflecting a commitment to governance that prioritizes transparency and community involvement.
