The Speaker of the Kitui County Assembly, Kevin Kinengo Katisya, on Tuesday presided over the first plenary sitting of the Second Edition of Bunge Mashinani, bringing county legislative proceedings to Zombe in Kitui East.
The sitting, held at Zombe Huduma Centre Hall in Zombe/Mwitika Ward, marked a key moment in the Assembly’s week-long initiative aimed at taking legislative business closer to residents and giving them a direct opportunity to engage with their elected representatives.
Addressing the Assembly through a Communication from the Chair, Speaker Katisya reaffirmed the institution’s commitment to promoting public participation, transparency and accountability in county governance.

He noted that Bunge Mashinani allows residents to experience plenary proceedings firsthand while gaining a better understanding of the Assembly’s legislative, representation and oversight responsibilities.
The Speaker urged residents of Kitui East, particularly those from Zombe/Mwitika and neighbouring wards, to turn out in large numbers and actively participate in the ongoing sittings.
He emphasised that the initiative is anchored in the Constitution and the County Governments (Amendment) Act, 2020, explaining that Bunge Mashinani does not represent a departure from the Assembly’s ordinary mandate but rather a decision to conduct its regular business from a different location within the county.
Members of the County Assembly (MCAs) also encouraged residents to take advantage of the opportunity to raise concerns affecting their communities and engage directly with their elected leaders.

They noted that bringing legislative proceedings closer to the public creates an important platform for citizens to contribute to discussions on issues affecting service delivery and development across the county.
The Second Edition of Bunge Mashinani is expected to provide residents with an opportunity to follow the Assembly’s proceedings and participate in county governance beyond the traditional setting of the Assembly chambers.

The initiative forms part of the County Assembly’s efforts to strengthen citizen engagement and promote a more accessible and responsive system of county governance.
