Speaker Goes on the Offensive, Vows to Crush Hidden Forces Undermining Kitui Governance
Embattled County Assembly Speaker Hon. Kelvin Kinengo Katisya has sensationally accused a group of rogue cartel contractors of deliberately engineering the ongoing tension between the Kitui Executive and the Assembly — in what he calls a desperate attempt to avoid accountability and continue fleecing the county unchecked.

Speaking on Easter Sunday at AIC Church Mumbuni in Migwani Ward during a powerful church service and fundraiser for the church’s development, Kinengo did not hold back. He unleashed a scathing attack on unnamed contractors whom he claimed have been manipulating both arms of government for selfish gain.

“We will not be blackmailed into silence. The County Assembly will carry out its oversight role without fear or favor. Anyone trying to shield themselves from scrutiny by stirring political tension is fooling themselves,” said Kinengo.

“These rogue cartels are the real enemies of progress. They fan the flames of division between the Executive and the Assembly so that no one questions the substandard work they continue to deliver. But their time is up,” he added.

The Speaker, who has previously found himself at odds with Governor Malombe’s administration — particularly over budget approvals — now appears to be shifting course, calling for unity between the two arms of government while zeroing in on the contractors he says are working in the shadows.

Kinengo was accompanied by a strong delegation of Assembly leaders, including Hon. Harrison Maluki (Majority Leader and host MCA), Hon. Boniface Mukwate (Majority Chief Whip & MCA Kanyangi), and Hon. Jacquelyne Kalenga Mûthaisû (Wiper Nominated MCA), signaling a united front.
According to Kinengo, the cartel’s strategy has been to mislead the Governor into believing that any criticism from the Assembly is a political attack — especially when their poorly executed projects come under fire.
He now says the Assembly is more united than ever, and that it stands ready to support the Governor’s agenda, provided it aligns with transparency, accountability, and value for public funds.

“We cannot let a few greedy individuals sabotage service delivery in Kitui. The era of contractors holding the government hostage is over,” Kinengo stated.
With this explosive revelation, Kinengo has redefined the battleground in Kitui politics. What once seemed like a feud between leaders may now be exposed as a battle against deep-rooted economic interests that thrive in confusion.
