Kitui County Assembly Speaker Kelvin Kinengo Katisya has welcomed the launch of a multibillion-shilling road project and new education infrastructure in Mwingi North, as President William Ruto intensifies development engagements across the Ukambani region.
Katisya accompanied the President and other regional leaders on Monday, October 26, 2026, during the launch of the Kandwia-Kyuso-Tseikuru-Usueni Road project, valued at KSh5.1 billion, and the groundbreaking of a KSh145 million student hostel at Tseikuru Technical Training Institute (TTI).

The projects place road connectivity and access to technical education at the centre of the government’s latest development commitments in northern Kitui, an area where residents have long sought greater investment in public infrastructure and essential services.
In a statement following the events, Katisya welcomed the government’s investment, saying Tseikuru and other parts of Kitui County had experienced longstanding development challenges.

“For a long time, Tseikuru and other regions within Kitui County have faced severe underdevelopment,” Katisya said.
He thanked Ruto for what he described as renewed attention to Kitui County, adding that local leaders would continue supporting development initiatives aimed at improving residents’ livelihoods.
Sh5.1 Billion Road Project Targets Connectivity
The road project was among the major infrastructure investments unveiled during the President’s visit to Mwingi North.
The route is intended to improve connectivity between communities and trading centres, potentially easing the movement of people, farm produce and livestock while improving access to public services.
President Ruto’s launch of the road formed part of his wider development tour of Ukambani, which has featured road construction, education infrastructure, housing and electricity connectivity projects.
For residents of northern Kitui, the significance of the investment will ultimately depend on the timely execution of the works and the improvements communities experience in transport, trade and access to essential services.
The project also renews attention on the need to ensure that major infrastructure investments translate into practical economic benefits for households and businesses across the region.
Tseikuru TTI Gets Sh145 Million Hostel
At Tseikuru Technical Training Institute, Ruto presided over the groundbreaking of a KSh145 million student hostel project expected to accommodate 340 learners.
The President also committed to supporting the construction of 10 additional classrooms and providing a new school bus to the institution.

The proposed facilities are intended to expand learning opportunities and strengthen the institution’s capacity to serve students pursuing technical and vocational training.
The hostel investment comes as technical training institutions continue to play a role in equipping young people with practical skills for employment and enterprise.
Additional accommodation and classroom space could help the institution respond to growing demand, although the benefits will depend on the delivery and completion of the promised facilities.
Tharaka Girls Receives School Bus
During the same visit, the President handed over a new school bus to Tharaka Girls Secondary School in Tharaka Ward.
The handover complemented the education commitments announced at Tseikuru TTI, extending the day’s interventions beyond technical training to secondary education.
The bus is expected to support the school’s transport needs, while the proposed bus for Tseikuru TTI would add to the institution’s capacity to facilitate student activities.
Katisya Backs Development Agenda
Katisya said elected leaders who interact directly with residents had a responsibility to support initiatives addressing local development needs.
“As local leaders who interact daily with the grassroots, we will continue to firmly support development-oriented leaders like President William Ruto who mean well and are genuinely committed to transforming the livelihoods of Kitui County residents,” he said.

The Speaker was accompanied by Kitui County Assembly Majority Leader and Kanyangi MCA Bonface Mukwate, Majority Whip and Tharaka MCA Muthengi Ndagara, Deputy Majority Whip and nominated MCA Mwende Salu, and nominated MCA Frida Maua, among other leaders.
With the launches completed, attention now turns to implementation of the road and education projects, including delivery of the additional classrooms and school bus pledged to Tseikuru TTI.
For residents, the central measure of success will be whether the commitments result in completed infrastructure, improved access to education and more reliable transport links.
