The Kitui County Assembly on Thursday unanimously approved the Kitui County Supplementary Appropriation (No. 2) Bill, 2026, bringing to an end weeks of political and procedural wrangles that had threatened to derail the county’s budget process ahead of the close of the 2025/2026 financial year.
The passage of the Bill came shortly after Members of the County Assembly (MCAs) adopted the Kitui County Supplementary Budget II Estimates, clearing the final legal hurdle required for the County Government to access and utilize the revised budget allocations before June 30.
The approval marks a significant breakthrough in a process that had previously stalled amid disagreements between the County Executive and the Assembly over proposed budgetary adjustments, raising concerns about the potential disruption of county operations and development programmes.
With the Bill now passed, the County Government has the legal authority to withdraw funds from the County Revenue Fund and apply them towards approved public services, projects and other expenditures for the remainder of the financial year.
Speaking after the historic vote, County Assembly Speaker Kevin Kinengo Katisya hailed MCAs for putting the interests of Kitui residents first and ensuring the budget-making process was concluded successfully.
“The Assembly has demonstrated maturity, commitment and dedication to its constitutional mandate by ensuring the county has the necessary legal framework to implement its supplementary budget,” said the Speaker.
Mr Kinengo urged the County Executive to exercise prudence, transparency and accountability in the management of public resources, emphasizing that taxpayers expect tangible results from every allocation approved by the House.
The Speaker also acknowledged the role played by Governor Dr Julius Makau Malombe in resolving the impasse, commending the county chief for embracing dialogue and consultation during the negotiations that ultimately unlocked the budget process.
His remarks appeared to signal a thawing of relations between the Assembly and the Executive following weeks of uncertainty over the fate of the supplementary budget.
Mr Kinengo further challenged MCAs to remain steadfast in their oversight role to ensure the approved allocations translate into improved service delivery and meaningful development across the county.
“The responsibility of this House does not end with approving the budget. Members must now ensure that the resources allocated are utilized effectively and in a manner that addresses the needs and aspirations of the people of Kitui,” he said.
The approval of the Supplementary Appropriation Bill is expected to facilitate the implementation of priority programmes and expenditure adjustments as the county government races against time to complete activities planned for the current financial year.
For residents and stakeholders, the vote brings to a close a prolonged budget standoff and opens a new chapter focused on implementation, accountability and service delivery.
