A heated afternoon session in the Kitui County Assembly on Wednesday saw Tharaka Ward MCA Godfrey Muthengi Ndagara question the loyalty and representation role of nominated MCA Mary Mwende Mutune during deliberations on the Supplementary Budget Estimates II.
The exchange occurred on the Assembly floor as members engaged in intense debate over county spending priorities, with particular focus on development allocations and road infrastructure funding.

In the course of the heated proceedings, Ndagara raised concerns over what he termed as the commitment of some nominated members in advancing the interests of Kitui residents in budget negotiations.
At one point during his remarks, Ndagara stated, “She is not from Kitui,” while questioning whether the nominated MCA was adequately representing the county’s interests in the ongoing budget discussions.
His comments appeared to center on political alignment within the Assembly, with the MCA suggesting that elected leaders were pushing for increased development funding, but were facing differing positions from some nominated members during the budget process.
The remarks sparked tension in the House, reflecting underlying divisions among MCAs over the Supplementary Budget Estimates II, particularly on allocations for road projects across various wards.
The Tharaka legislator further implied that concerns were growing among some members regarding whether all leaders in the Assembly were prioritizing locally driven development agendas.
Nominated MCA Mary Mwende Mutune did not immediately respond to the remarks. Her response will be included once obtained.
