The Kitui County Assembly has intensified oversight on public spending and service delivery after two Members of County Assembly (MCAs) demanded urgent responses on budget implementation and the deteriorating state of a local health facility.
Mwingi Central MCA Seeks Budget Implementation Report
On Wednesday afternoon, Mwingi Central MCA Hon. Bernard Mwangangi Munyasya rose on the Floor of the House to seek a comprehensive statement on the status of budget implementation for the Financial Years 2023/2024 and 2024/2025.

Invoking Standing Order No. 41(2)(c), Hon. Munyasya asked the Chairperson of the Committee on Implementation to provide a detailed report on budget absorption levels and the progress of projects funded during the two financial years. Quoting Constitution of Kenya Article 201, which underscores prudent and responsible use of public funds, the MCA emphasized the need for transparency and accountability in public financial management.
“Prudent and responsible use of public funds is a fundamental principle of good governance. The House must be informed on the extent to which approved budgets have been implemented,” he stated.
He further referenced Standing Order No. 188(2)(a), which mandates the Implementation Committee to scrutinize resolutions passed by the Assembly and undertakings given by the County Executive Committee to determine whether they have been executed and to what extent.
The move is expected to shed light on stalled projects, pending bills, and overall development performance in Kitui County.
Kyome/Thaana MCA Raises Alarm Over Dispensary Conditions
In a separate statement, Kyome/Thaana MCA Hon. Alphonse Musyimi Mukwayu sought an urgent response from the Chairperson of the Committee on Health and Sanitation regarding the alarming condition of Thaana Dispensary.
Hon. Mukwayu painted a grim picture of the facility, citing cracked walls, termite infestation, and invasion by bats—issues he said compromise the structural integrity, safety, and operational suitability of the dispensary.
He termed the situation a serious public health concern and called for immediate intervention to restore the facility to acceptable standards.
Speaker Directs Committees to Respond Within 21 Days
Presiding over the sitting, Speaker Kevin Kinengo Katisya committed both statements to their respective committees and directed that comprehensive responses be tabled before the House within twenty-one (21) days.

The developments highlight the Assembly’s renewed push to strengthen oversight, ensure proper utilization of public funds, and safeguard essential services such as healthcare across Kitui County.
