The Decentralized Funds Accounts Committee has called for the immediate arrest of former Kaiti Constituency NG-CDF Account Manager, Daniel Maluki, as investigations into the alleged embezzlement of KSh 100 million from the 2021/2022 NG-CDF allocation continue.
Chaired by Hon. (Dr.) Gideon Mulyungi, the Committee on Thursday held a follow-up session with Maluki to examine how KSh 18,158,000 was spent on irregular allowances and KSh 81,341,700 on questionable imprest payments.

According to the Auditor-General’s report, the irregular payments were made in cash from the NG-CDF main account to three officers—the Fund Manager, the NG-CDF Committee Chairman, and the District Treasury Cashier—who allegedly received KSh 34,844,700, KSh 31,736,000, and KSh 14,761,000 respectively, amounting to 66% of the funds irregularly spent.
Hon. Mburu Kahangara (Lari) pressed Maluki on the decision to withdraw such large amounts in cash, questioning the legitimacy of the transactions.

Maluki, now retired and teaching at a local university, claimed the funds were used to conduct public participation forums to identify potential CDF and NHIF beneficiaries. His explanation drew criticism from MPs, who doubted how KSh 100 million could be spent on such an exercise.
Hon. Dorothy Muthoni (Meru) termed the withdrawals a clear act of collusion to defraud the public.
Members urged the DCI to conclude its investigations, describing the case as a blatant theft of public resources.
Hon. James Koyoo (Muhoroni) emphasized the need for investigative agencies to finalize the probe and update Parliament. Elgeyo Marakwet Woman Representative Hon. Caroline Ng’elechei insisted that officers implicated in such misuse of funds should be arrested to set a precedent.
Maluki told the Committee that his team conducted 70 public participation meetings across Kaiti’s 14 locations, but MPs dismissed the claim as unrealistic for the cost involved.
Hon. Martin Pepela Wanyonyi (Webuye East) said the DCI must brief the Committee on the status of the investigations and reveal any withheld information.
Chairperson Hon. Mulyungi directed that the Committee convene a joint session with the implicated officers, the DCI, NG-CDF Committee members, and the District Accountant/Cashier to determine the next steps.
