    EACC Arrests Nairobi Water Official Over Forged KCSE Certificate

    The Ethics and Anti-Corruption Commission (EACC) has arrested and arraigned Mr. Michael Kilonzo Mualuko, a Nairobi City Water and Sewerage Company (NCWSC) official, over allegations of using a forged KCSE certificate to secure employment.

    According to a statement by the Commission, investigations revealed that the certificate purportedly issued by Bishop Ndingi High School was falsified and had been used by Mr. Mualuko to gain employment at NCWSC.

    Upon completing its investigations, the EACC forwarded the case to the Director of Public Prosecutions (DPP), who approved the recommendation to charge the suspect.

    Mr. Mualuko was arraigned before Senior Principal Magistrate Ondieki and charged with four counts — forgery, uttering a false document, deceiving a principal, and presenting a forged certificate.

    He pleaded not guilty and was released on a cash bail of KSh100,000 or a bond of KSh1 million. The case will be mentioned on October 22, 2025.

    In its statement, the EACC reiterated its commitment to promoting integrity and accountability in public service and warned that the use of forged academic documents to obtain employment remains a serious criminal offence.

    “The Commission will continue to take firm and decisive action against individuals involved in document fraud and all other forms of corruption,” read part of the EACC statement.

    The case adds to the growing list of public officers under investigation for academic fraud, an issue that continues to raise concern over recruitment practices in government institutions.
