The Kenyan Government has launched a landmark policy aimed at transforming healthcare services for persons with disabilities, marking a significant step towards achieving equitable and inclusive healthcare under the Universal Health Coverage (UHC) programme.

The Health Sector Disability Mainstreaming Policy and Implementation Guidelines, launched on Friday, provides a national framework for integrating disability inclusion across every level of the healthcare system, including service delivery, financing, infrastructure development and communication.

The policy is expected to address long-standing barriers that have limited access to quality healthcare for persons with disabilities while ensuring health facilities and services become more accessible, responsive and inclusive.

Speaking during the launch, Public Health and Professional Standards Principal Secretary Mary Muthoni said the Government remains committed to ensuring that no Kenyan is left behind in accessing quality healthcare.

“The Government is committed to promoting health equity by ensuring that every Kenyan, including persons with disabilities, has access to quality, accessible and inclusive healthcare services,” said PS Muthoni.

She noted that the new policy offers a clear roadmap for mainstreaming disability inclusion throughout the health sector, supporting the Government’s commitment to Universal Health Coverage.

“Through this framework, we will continue building a health system that is accessible, responsive and dignified for persons with disabilities, ensuring that no one is left behind in accessing quality healthcare,” she added.

The implementation guidelines will steer national and county governments, healthcare institutions and development partners in incorporating disability considerations into health planning, budgeting and service delivery.

The launch underscores the Government’s broader efforts to strengthen healthcare equity by ensuring all Kenyans, regardless of physical ability, can access safe, affordable and quality health services.
